Imagine hemming and hawing to pick the most judicious word and then deciding it's "cannibals".
I'm also amazed that the author of this article, who clearly holds no special love for Nixon, "was the first director of the Richard Nixon Presidential Library and Museum". Though per Wikipedia, it looks like they brought him in to do a specific job:
