If he really does do this, I would assume that he would move into the Reno/Carson City area because that's where the factory is. If this is the case, then he really needs to throw his weight around to loosen restrictions on building new residential housing in the area, whether than takes the form of fewer parking spaces per building, reducing the amount of setbacks, or both. Both rent and housing are very expensive there.
