The way the fraud works from what I've read is the people who don't ever vote, including dead people, have their ballots made out for them and sent in by the fraudsters and they are none the wiser. A criminal inside the post office could take all those undeliverable mail in ballots mailed out to dead people and send them in himself. Forcing people to show up and show an ID to vote would prevent dead people from voting.
