That's true, but as noted in another post, this seems to result in first shipping the crappiest interface anyone can think of, with the knowledge that "we can fix it later". And often, it never does get fixed. Also, if it's my car, no, hell no, you're not allowed to reach out and change the interface. Get it right the first time, or go home.
