I do think this needs to be rethough from scratch. When a website sends cookies, prompt the user "this website wants to track you, allow it? y/n". The same way microphone/camera access it prompted. So it should be fine to reject this for news sites, a random museum, etc, but okay to accept for, eg: webmail, sites where you log in, etc. We've simplified browsers UI so much, a SINGLE toggle button for this would be lovely!
