If you just do a simple program like in the article, it will be fast, even if you do stupid things like spawning a new thread and file descriptor for each connection. Now in order to make it slow you must know enough stuff to introduce complexity to the program. To make a slow program you probably have to learn about frameworks, php, micro services, cloud databases, etc.
