It takes about 5 minutes to obtain the API keys from the Android app to be able to build it. It was also a pretty well-documented process to get the Android app to build (unlike some Android "open source" projects that seem to be designed to be impossible to actually build!) Open sourcing the app was actually planned all along - when Matt Hancock announced the app several weeks ago [1], he said it would be open sourced at the time.
