That way your chance at success isn't biased so incredibly heavily on how you do in the first 5 minutes. (And also, might make it harder to get brigades set up, since the list is randomly generated.)

Interesting idea! Will think about that.

  It might have the effect that people submit more at once, because the random selection will probably only return one or two anyway. So you don't need space them out manually anymore.
