Few private companies been at this for a bit selling to law enforcement. Persistent Surveillance Systems have a few good videos on their abilities though strangely enough aren't mentioned in this article. They've been secretly doing this in Baltimore before it became public, be interested whether they are still contracted. Intelligence agencies have been doing it in-house for a long time, you can watch them daily on flight trackers. Buzzfeed open sourced their tracking methods. https://www.pss-1.com/ https://www.pss-1.com/ https://www.youtube.com/watch?v=WShv8ckdgE4 https://www.youtube.com/watch?v=WShv8ckdgE4 https://www.theverge.com/2016/4/6/11380034/fbi-homeland-security-airplane-surveillance-flights https://www.theverge.com/2016/4/6/11380034/fbi-homeland-secu... http://buzzfeednews.github.io/2016-04-federal-surveillance-planes/analysis.html http://buzzfeednews.github.io/2016-04-federal-surveillance-p...
