Veganism is defined as "Veganism is a way of living which seeks to exclude, as far as is possible and practicable, all forms of exploitation of, and cruelty to, animals for food, clothing or any other purpose." So the keyword here is 'practicable'. People living in places where there are no alternatives and where people need to eat meat to survive then that would be OK. People living in the western world don't need meat & dairy to survive.
