Otherwise Indians may just overstay their visa and use that ? > education and knowledge should not be exported Not sure a country that bans export of knowledge has much knowledge to export to begin with. I suspect you are more interested in a one way valve for knowledge and brains. You can get in but can’t get out. But with a per country cap for both knowledge and brains ?
