This seems like mostly a problem in the US? I live in Spain and have Movistar as my ISP. I only pay for the service(600/600) and they provided me with an ONT and a router free of charge. Granted, the router is absolute garbage(WiFi is 802.11g, and I received it in 2020) but it was free. I use my own router, so doesn't matter for me anyway.
