It seems to me like 99% of the aims in this document could be achieved by a competent and efficient non-profit bank that offers a good API. Let's Encrypt is a similar example of how a cheap and effective competitor can really improve things in a space fraught with inefficiency. Why don't we create a Let's Encrypt for banking rather than fiddle around with frankly unnecessary technology?
