I agree that the fiscal stimulus, under the control of Congress, was much less that it should have been. However QE is monetary stimulus under the Fed’s control and as I recall there were several rounds of it, in addition to other programs. Edit: reading your comment again, and I think you mean that Congress didn’t do any further fiscal stimulus after the Fed did QE1, which seems right to me. Leaving my comment up for clarity.
