If I choose to make software and publish binaries on a website without the source, how is that action unethical? Does it become unethical if somebody downloads

If I choose to make software and publish binaries on a website without the source, how is that action unethical? Does it become unethical if somebody downloads and runs it? Or only if I suggest it might be worth downloading and running? Or if I ask for money in exchange for it?
