Forgive my ignorance, but is it possible to create two competing apps? I know this is not at all ideal (kind of defeats the purpose), but I believe people could be steered to the better choice over a little bit of time. Is the NHSX planning to try and force Google / Apple to change their plan and build the app the way that they want or are they proposing that they will develop a different app?
