One of my hypotheses is that it's incredibly difficult (and relatively rare) to be able to turn non-programmers into Computer Scientists. It's much easier to turn programmers into Computer Scientists. The conventional model of trying to turn non-programmers into programmers at the same time as you turn them into Computer Scientists is not very effective.
