With "people" you mean private businesses in this context I suppose?
If so you could call these incentives "regulations".

- leifg 6y agoRegulations to help with small business loans with maximum $amount per transaction. If the total amount then accumulates to $10bn or more, fine nothing to see here. I suspect that is not the case here.
