Ask HN: Paid traffic to parked domains, does any provider allow?

So, I've figured out how to make a positive ROI through ad arbitrage between AdSense for Domains (via GoDaddy cash parking) and native ads. However, GoDaddy just shut down my account because their cash parking provider doesn't allow purchasing traffic to parked domains. However, I see a large private equity company has been doing exactly this for at least a year. Are any of you aware of a domain parking provider that DOES allow buying traffic to parked domains? I've tested this process, and I absolutely see positive ROI by purchasing native ads to parked domains. I'm just stuck without a provider to allow me to purchase traffic to my parked domains, even though I see this private equity company doing it. So I know that somewhere some parked domain provider is allowing paid traffic to parked domains. Unless the private equity company is so connected, that they've found a loophole that the average business owner doesn't have access to. Which sadly, is not far fetched... Any thoughts?
