Cookie notices predate GDPR by about a decade and are related to the "Cookie Directive" What GDPR did is require more details about data usage. Anyways: Website operators could easily avoid it and not invade users privacy. I doubt for a consulting companynlike KDAB there really is need for it. It's just a "default" feature of web sites to report all sorts of usage data to adtech companies.
