Members of this body are the only people who are allowed to meet with the Senate during four annual 6-week periods of sequestration. Outside lobbying by non-individuals is banned. Conversely, "legislative marketing" to the public by individually-controlled entities is banned. In this way, the arms-length nature of the Senate and the existence of a body close to the public are restored, while disrupting the influence of entrenched, established interests.
