This is roughly my understanding as well. My actual peeve is here why the experts do not say this? It is not like the concept of "don't buy proper masks, just put a scarf on your face and you/we get most of the benefits" should be too complicated to get through media to people. But no, they just keep on repeating non-arguments that give the impression that either they are morons that should not be listened or they try to give advice to the most moronic part of the population that can't tie their shoelaces, so I better make my judgement anyway.
