Feels to me that a bunch of the weight comes from the self-contained "sovereign" or "autonomous" bit (in the sense that there's a driver that can do whatever they want - the car isn't really a part of an enforced larger system). Most cars do behave according to the rules, but the crashes (and all the safety) comes into play when someone doesn't... If you try to synchronize the system (e.g. have one central master server controlling all cars on high-speed roads), then I have a feeling that a lot of weight can be shed.
