States cannot discriminate against people from other states on the sole reason that they are from some other state. Now... (I believe) they could use the National Guard to do wellness checks to make sure people don't have a fever, and potentially get them to quarantine, but it would have to be applied without regard to what state their license says. Though, the legality of forcing quarantine varies by state.
