You've obviously never dealt with the federal procurement process! The US is a federal republic. That structure is one of its great strengths. Wishing it was a unitary state at this time does not get us anywhere. Consider the CDC bungling of getting out the initial test kits and the regulations that kicked in that prevented states from developing tests for a few weeks. That was some critical time wasted in the name of "efficient centralization".
