As much as I'm not so sure about the overall idea, it had never occurred to me to look at cli php from this angle before. Rather than homegrow the listener/invoker there I wonder how hard it would be to do this with xinetd. Then there's the apc cache question, there would have to be some way of persisting/sharing it. Full blown goofy, but a little fun to ponder.
