You are correct but in this situation there is fear and anger which leads to isolationist policies. The path out of this, both the handling of the virus and the economic fallout, is more corporation and trade. For Japan it means more trade with China as it is dependent both on Chinese supply and Chinese demand. I think the policies will be walked back or just become overshadowed and insignificant.
