Yes. There's a lot of difference between someone asking for $20 on the street and someone who asks and tells me they'll take it anyway if I say no. An appeal is proper--a threat of lawlessness is not. Problems like this are the proper domain of our politicians. They may be imperfect, but I have confidence that this will get solved at that level.
