Could another stage (or dimension or set of sub-stages on the stages when people start using the tool) be to determine a sustainable business model, maybe ranging from "I will just work on it as I have time, because I like it", to "enough of a team effort to be sustainable", vs. choosing from some menu of revenue-generating business models and/or organization types to provide income? Maybe that's two related things: org types and financial models.
