A sizable amount of undesirable functionality is implemented using JavaScript—ads, tracking, cryptominers, etc. It doesn't seem unreasonable to have some expectations about where JavaScript should and shouldn't be used. Imagine if the majority of PDF authors started following the same logic. Would you really want to run arbitrary code just to read a journal article or ebook?
