For both Windows and Linux, you'll need to run Stubby (https://dnsprivacy.org/wiki/display/DP/DNS+Privacy+Daemon+-+Stubby https://dnsprivacy.org/wiki/display/DP/DNS+Privacy+Daemon+-+...) or some other similar proxy which runs a local DNS server and proxies requests over TLS or alternative.
Android 9 and later natively supports "Private DNS" which is DNS over TLS.
All work fine with NextDNS and I have multiple profiles for each hardware I use it on. Eg, I use more block lists on my phone than my other devices.
