They could include it as an option with a big red warning advising against it. Depending on what you're doing, data loss might not be nearly as big of a threat as a massive bill. I could also imagine it being configurable on a service by service basis to mitigate against the data loss downside - e.g. maybe you have a hard cap on your lambdas but not your database snapshots.
