If they did that on purpose at scale, as opposed to billing the wrong customer for an order, I promise that it won't save them. That's a slam dunk FTC/class action settlement.
Anyway, seems like your real problem is leaving your money with PayPal to give away to however they see fit, instead of using a legitimate bank with credit/debit card protections.
