I think it's more that correctly implementing security is hard, and if you have no interest in exposing your application to the greater internet you shouldn't be shouldered with the burden of both gaining and maintaining an understanding of the state-of-the-art in web security.

Nope; computer systems were simpler, and so they were easier to program correctly. There is tons of high quality hobbyist software from the 80s and 90s.
