Google tried this twice with Google Contributor, Brave already exists. Outside of the privacy/hand-wringing about tech bubble, people don't actually want this. Maybe you could drive a wedge around bandwidth, particularly on mobile where people pay for data, but despite all the articles written about this, most people are clearly not concerned enough about this to do anything.
