Also I've been seeing ads pop up in PWA over the past year (mostly on the homepage), so maybe Google is thinking they can monetize it with even free use, as before now it was reliant on paid storage for profitability. And of course, Picasa is baked into the Android Gallery app, and they want people to keep using them together.
