As if other government did not fail in controlling the outbreak in their countries. In so many countries, governments denied that there was a problem, or did not immediately scale up testing, as recommended by the WHO, or imposed incorrect criteria on who should be tested, or denied that the virus could be transmitted before there were any signs of illness (while asymptomatic transmission was reported in scientific literature). Still most governments are relying on lock-downs and not on testing, like the WHO is stating. There is only one country where a massive outbreak has been controlled through massive testing and containment, and that is South-Korea. Some other countries, like Singapore and Hong-Kong, have been able to control smaller outbreaks in the same manner. But even now, when cheap and fast test are becoming available, they are not being used on a wide scale, often under the argument that they are not reliable enough. I believe that even a little unreliable tests are better than no tests at all.
