This is not true. Government reactions include educating people about appropriate hygiene. That is not an authoritarian but actually a humanistic tradition. Also note that democracies do include exceptions to guaranteed rights, allowing control of infectuous diseases. As long as these exceptions are not abused, they cannot be said to be authoritarian. Or rather, you'd have to take a very libertarian position to call them authoritarian.
