So far the places that have held up well (Singapore, China, Japan, South Korea) have a culture that favors masks. In Hubei, you would be arrested if you were out without one (this may have lapsed now). There may be other cultural/demographic/political aspects, but this seems key. Japan, in many ways, handled the crisis poorly. And yet they're still doing ok.
