That's probably because there's a legal obligation to put an expiration date on it. Where I live all consumables have to have an expiration date so there is a best before date on table salt. Salt.
Most likely this is because it's cheaper and easier to put an expiration date on everything rather than discussing the exceptions on a case by case basis.
