I don't understand what you don't understand. That quote is literally saying they are over capacity.

  What are the results of the "over capacity"? Are hundreds of people who could have recovered from the virus dead today because they didn't have access to oxygen, or ICUs?

      And what the reuters article is saying is that that's not the case at all. So, by your definition, it's not actually over capacity.
