In the UK, we have an annual vehicle inspection (called the MOT test) for basic safety things (e.g. are tyres ok, is there too much structural rust, do all the lights work, are the brakes ok etc). If your vehicle fails, you cannot drive the car again until it is fixed. I believe that it is an instant fail if you have aftermarket LED lights if the vehicle was fitted with halogen originally. Does not stop you just switching out the bulbs for the tests, but it is certainly will at least catch those who are unaware.
