I spend more than $1000/mo in Austin, but my essential costs (rent, food, utilities) have always been <$1000/mo. $1000 won't cut it for everyone, but it will be enough for a lot of people, and disproportionately enough for people living from paycheck-to-paycheck. They've already had financial pressures to keep their standing expenses low. And keep in mind that this is per adult, not per household.
