In the U.S. it varies by state. Many/most states have a yearly inspection covering safety and emissions. Headlight alignment would be checked. I'm not sure about brightness. States that do not have yearly inspections leave it to police officers to ticket offenders. I assume there are not enough law enforcement resources to enforce all the relevant laws.
