I'm not sure that this is the same, if you read the wikipedia article > A cyclecar was a type of small, lightweight and inexpensive car [..] The purpose of cyclecars was to fill a gap in the market between the motorcycle and the car. These were motorized cars, but just small versions, as far as I can understand. The velomobiel is entirely human powered.
