Couple of things that sprang to mind: Regulatory: One thing with working with old people and other vulnerable people (in the UK) is that any volunteers need criminal record checks. Any new organisation might need licensing. Redundancy: There are already organisations helping vulnerable groups and old people. They usually offer a wide range of services or at the very least know the problem space that you are entering.
