Unless we could test every single incoming passenger and get results in a matter of minutes, how would this work, really? If we could do that, I would agree that'd be a better option, but since I don't think we'll be able to anytime soon, a ban seems pretty reasonable to me. We can't even test very many US citizens, and the results take days to get back.
