This is the distinction between staff and line. Line produces, staff is overhead. Easy to cut staff but not line, as cutting line reduces production. Problem is in some industries, staff have more political power than line, as we see in higher-ed and medicine. This upsets the balance and results in less/poorer quality production from line.
