We shouldn't throw the rulebook out the window during a panic. That's how we ended up with the TSA and Snowden in exile.

- bart_spoon 7y agoIt is apparent that the rulebook as it stands is perhaps the largest factor in impeding the ability to respond to this crisis, so yes, at least some of the rulebook clearly needs to be thrown out.
