One of the relevant data sources listed is "Mapping 2019-nCoV" https://systems.jhu.edu/research/public-health/ncov/ https://systems.jhu.edu/research/public-health/ncov/ , and that shows Germany as having 3 deaths and 25 recovered cases. Perhaps these are getting falsely aggregated to give 28?
